RANGOON — Commander-in-Chief Min Aung Hlaing has reportedly said that Burma’s powerful military has only ever acted defensively in the country’s internal conflicts and he cast the blame for any violence on ethnic armed groups. He also warned that the military is “afraid of no one.”

Leaders of ethnic armed groups on Tuesday objected to the remarks and said they could hinder nationwide ceasefire negotiations with the government.

Min Aung Hlaing’s statements were published on Monday in local newspaper True News and the article was later shared on the official Facebook page of Burmese-language government newspaper The Mirror. True News said the remarks were made in the Operation Meeting Room of the Office of the Commander-in-Chief in Naypyidaw on Nov. 29, when the commander addressed a group of officers who had completed a training course. The paper said it had obtained the transcript of Min Aung Hlaing’s speech.

In the strong-worded speech, Min Aung Hlaing addressed the government’s ongoing ceasefire talks and the conflict in northern Burma, where the government and the Kachin Independence Army (KIA) have failed to come to a ceasefire agreement despite several rounds of talks last year.

Fighting in Kachin broke out in 2011 and intensified in late 2012, when the army successfully encircled the KIA headquarters in Laiza through the use of heavy firepower, including fighter jets, to pound the lightly-armed guerrillas.

Min Aung Hlaing issued a blanket defense of the military’s operations, saying any operation was necessitated by the actions of ethnic insurgents.

“Our troops will never attack first. But, they cannot destroy the peace of the country or the administration of the government. We cannot tolerate it if people are hurt. And also, we cannot remain tolerant if they destroy roads and transportation important to security. This is unacceptable,” he said.

Speaking about the 14 ceasefire agreements that Thein Sein’s government has signed with armed groups since 2012, Min Aung Hlaing said, “We made peace agreements, but that doesn’t mean we are afraid to fight. We are afraid of no one. There is no insurgent group we cannot fight or dare not to fight.”

“We want to have a successful peace process. A successful peace agreement could not be reached in the past because there was a military government at that time,” Min Aung Hlaing said, without elaborating.

In recent months, government negotiators and military commanders have convened with all major ethnic armed groups for talks on a nationwide ceasefire agreement, but the negotiations have produced no accord yet.

Both sides have tentatively planned to hold another round of talks in the Karen State capital Hpa-an later this month.

Leaders of the United Nationalities Federal Council (UNFC), an alliance of Burma’s 12 largest ethnic armed groups, said they were dismayed by Min Aung Hlaing’s remarks.

“I read his speech and I feel he has threatened our ethnic armed forces and even challenged us, while we are working to have nationwide peace with them [the government],” said Nai Hong Sar, chairman of the New Mon State Party and a leading UNFC member.

“It is sad to still see such of mindset of the military leader and this warns us we need to be careful,” he said in an interview on the sidelines of a UNFC workshop in Chiang Mai, northern Thailand.

KIA deputy chief Gun Maw said he wondered why a strong-worded speech by Min Aung Hlaing from November was released now, a few weeks before the start of another round of nationwide ceasefire talks.

“He gave an internal speech for the military, but we have to seriously consider why his speech was made public. We need to analyze why they intended to let the public and the ethnic armed groups know this [speech],” he said.

In his November speech, Min Aung Hlaing also vowed to continue retired strongman Than Shwe’s policy for the development of the military.

“I will forever follow the policy laid down by Snr-Gen Than Shwe. The four points of this policy are mainly to build up our armed forces,” said Min Aung Hlaing. “The first point is military training, the second is military command. Third is social welfare for [members of] the army. Four, the military should have a strong spirit,” he said.

From the early 1990s until 2011, Than Shwe headed the military government until he retired and appointed President Thein Sein to lead a quasi-civilian government.

During his reign, the government brutally suppressed calls for democracy, but Than Shwe is said to have planned current democratic reforms as part of a roadmap that includes free and fair elections in 2015. Despite such changes, the military retains much political power and directly controls a quarter of all parliamentary seats.

Min Aung Hlaing said the military deserved praise for the democratic reforms. “These reforms were not made because of pressure from the international community. The army created the first road to democracy,” he said, adding that the poor state of Burma’s economy after decades of military rule was the fault of ethnic armed insurgents.

“Burma remains behind in development in the world because of internal insurgents who caused conflict in the country. Different governments tried to end the fighting, but could not find a solution,” he said.

Correction: The story wrongly reported that Min Aung Hlaing’s statements were published by The Mirror newspaper. The remarks were in fact published in local newspaper True News on Jan. 14, 2013. This was corrected on Jan. 16.

  4. The law of negotiation says that negotiation is most likely to produce lasting result if the parties involved start with equal status. History has proved time and again that military might is important to advance political objective(s).

    Now, ethnic armed groups in Myanmar are preparing to enter ceasefire talk with the government. The result is unfortunately not promising because the ethnic armed groups are in significantly weak position. The reasons for this weak position is largely to blame the ethnic armed groups leaders for their inability to unite and fight the common enemy.

    Everyone who finished primary education in Myanmar learned that ‘unity is strength’ through the story of a dying elderly man and his three sons. But apparently ethnic armed groups leaders miserably failed to internalize this truth. The bottom line is that so long as the groups are divided, they will always be weak (even potentially wiped out) and the Burmese military will always be in control.

I’m so sure that 3rd or 4th of Myanmar civilian president will put those criminal-general for standing trial at ICC.   11. Arakanese two party merging is good, but they should not go beyond the state policy that is for Arakan Independence. Why Arakanese groups are fighting with Burma army such as in Karen and Kachin ( KIA ) fighters. If Arakanese loves country they should not join other ethnic groups to fight with Burma army. Arakanese group join in Chaing mai and Border Area of Karen especially ( KNU ).

    All the people are sitting together to discuss the interests for the country. I guess the demand of minorities and the public demand are fair .
    Please keep in mind that we have already made all the agreements and commitments on investment,so the foreign companies are getting doing in their operations.So the stability of the country is ,in fact.so important.They could pull out anytime if the stability of the country interrupt their operation.
    It is a sad thing that the military jumps into the democracy bandwagon too late.

A compromise always has two ways: give and take. What the ethnic armed groups are asking for is the destruction of the country so called Federal Army. In my opinion, they are taking up arms, oppressing its own tribes to keep the power by propagating against the Burmese Army in their respective territory. As far as I see both the Burmese soldiers and ethnic armed groups are murders of their own people. After all they are the disguised peacocks.

    No one can guarantee Gen. Min Aung Hlaing may not attempt coup power from elected Government if former dictator Than Shwe orders him. Now come to very clear about who is Min Aung Hlaing and whom he is working for. I don’t trust Generals words because they always eat up their words.
    Once late Gen. Saw Maung said the army will go back to barrack and transfer power to winner (Party) of election once election was finished in 1990.

    Obviously, Gen. Min Aung Hlaing is working for former dictator Than Shwe.
    Than Shwe is still his boss and he wasn’t actually retired from Head of Military Regime. Still Military regime is parallel Government to elected Burmese Government.

    Now I understand why peace negotiation is failed and why Military does not follow peace agreement between U Thein Sein lead Government and ethnic minority armed groups.
    Dictator Than Shwe does not want fire to be distinguished now and he wants fire to continue grows as long as he alive.
    Gen. Min Aung Hlaing is running parallel military regime for former dictator Than Shwe in shadow to President U Thein Sein Government.
    Somehow that Min Aung Hlaing’s speech was warning to U Thein Sein and U Shwe Mann about who is boss and who is in-charge because recently U Shwe Mann had openly talk about former Dictator Than Shwe was worry and displeased with current Burma Political transformation in October.

    I trust and respect President U Thein Sein willingness to reform country miserable situation and to develop democratic Government from military dictatorship rule but I know he can not guarantee Army won’t be coup again.

    Who has power to dismiss Chief of Staff of Military if he was doing wrong?

    A. Tens of thousands of peoples.

    Q. How many peoples had died for their political believe and against Military rule in the streets and prisons since 1962?
    A. Ask Ne Win, Than Shwe and Khin Nyunt.

    Q. How many children growing-up without father or mother or both parent because Military regime sent his or her parent to Prison for their political believe and against military oppression since 1962?
    A. It should be collected detail along with Census.

    Q. Who destroyed Country economy and family business?
    A. Ne Win, Than Shwe and their Military regimt.

    Q. Who made Burma to poorest Country on the earth?
    A. Ne Win and his Military regime.

    Q. Who stolen the billions dollars from income from selling country natural resource?
    A. Than Shwe and the Generals.

    If Gen. Min Aung Hlaing wanted Burmese peoples to praise and thanks to Military from their bottom of their heart and then he and military should leave country politic to politicians and unelected military officers who sitting in Parliament must withdraw from Parliament.
    Peoples will hate Military as long as Generals behave like dictatorship. If Military want respect from Burmese peoples and then they must behave themselves.

In the 50s, Singapore was a swamp land. Thailand was just developing. 50 plus years under the military dictatorship ruined Burma and stagnate not only the development of the country but the mental development of its people. The military including Army, Navy, Air Force must all report to Department of Defense headed by civilian cabinet member not a military commander. Min Aung Hlaing should consider a few mottos like, Integrity First, Service Before Self, Excellence in All We Do, Honor, Courage and Commitment.

    No doubt, the UWSA would MAKE MINCE MEAT out of his BURMA ARMY, in case he DARES to VENTURE into Wa State, trust me as well.
    The UWSA and its affiliated Shan rebels have NO ALLIANCE with the UNFC ethnic armed group.
    The BURMA ARMY would NEVER TANGLE with the UWSA and its affiliated Shan rebels as long as China chosen Min Aung Hlaing heads the BURMA ARMY, practically only a MERCENARY OUTFIT ARMED and FITTED with CHINESE HARDWARE and PROTECTING Chinese projects and interests in Kachin State and elsewhere in Burma I say.

    And IT WILL BECOME A REALITY and DISASTROUS for the ETHNIC ALLIANCES (UNFC) as well in case the KIA led UNFC MEETING with Aung Min/Myint Soe led delegation GOES AWRY as a result of the UNFC holding its fort and remaining firm in its position in the ongoing and future peace talks/processes to be held in Karen territory and others in the country in a very recent future and later trust me.

    Shwe. Than Shwe chose fools and stupid who would eat his shit. When Thein Sein was asked in New York about mismanagement of Burmese economy by Militrary Government. His answer was Military controlled the country from brink of collapse. Now this guy is blaming ethnic minorities for same mismanagement which pushed the country to the lowest level of the world.
